Do you have a question regarding the new Peripheral Distributor Road (PDR) Harbour Way?

Q. Will cyclists be able to use Harbour Way?

A. There will be a designated cycle lane at the West End of Harbour Way to allow cycle access into Tata for employees, however there will be no access from the A48 onto Harbour Way.  Cyclists approaching from the East and wishing to enter Tata will be able to do so via Cefn Gwrgan Road over a ramp and footbridge.

Through cycle traffic travelling West will need to follow the existing cycle route as far as Penrhyn, where they will be able to access Harbour Way and continue Westbound.

Q. When is Harbour Way due to open?

A.  Autumn 2013

Q.  How long will the road be?

A.  4.8km (almost 3 miles)

Q.  I have heard that the motorway junctions 40 and 41  will be closed once Harbour Way is opened.  Is this true?

A. No decision has been taken yet. The Welsh Government is considering that option and will decide after a full consultation.  For up to date information, contact your local AM, Mr David Rees.

Q.  Will there be pedestrian access on Harbour Way?

A.  There will be pavements for pedestrians into Tata from Oakwood Road into the West End entrance and Main entrance.  The existing pedestrian access into Tata via the main entrance from Cefn Gwrgan Road will remain via a ramp and steps.  There will also be pedestrian access at Penrhyn gate onto Harbour Way into the steelworks

Q.  What is happening with the access to West End?

A. West End residents will still have access onto the new road, although this will be through a padlocked gate.  This decision was made after a consultation between residents and Neath Port Talbot Council.

Q.  Will the opening of this Road mean less traffic in Residential areas?

A.  It is difficult to predict traffic flows but in all probability there will be less traffic using Junction 40 once the new road opens. The Assembly is also considering the possibility of closing the interchange altogether but we must stress that no decision has been made on that as yet and nor will it until the road is complete.

Once Harbour Way is open, traffic calming measures will be put in place on the A48 to encourage traffic to move from that road to the new one so it is likely there will be significantly less traffic in the residential area.

Q.  I’ve seen water in the overflow culvert to the rear of West End.  Where is this coming from?

A.  We are currently overpuming all water out of the existinf Ffrwyd Wyllt channel to allow us to remove the existing grate and replace with the new drain.  This should only take a few weeks to complete.
